Download PHP for Win32. The package contains the necessary dll for you to be able to use the mySQL functions in PHP to access your mySQL database. For PHP you can use either the included IIS as the web server (make sure you get the latest version) or you can simply download Apache for Win32 at http://httpd.apache.org/ and use that as the web server. After that go to the PHP manual and read about installing PHP on Win32.
