I think "\r\n" should work.
The second question sound strange:

include("myinc.php") /* think double quotes are needed */
?>
<?php
myfunc(); /* myfunc defined in myinc.php */
?>
<b>Normal HTML stuff goes here</b>
<?php
myfunc();
?>
