session lifetime

I'm using PHP under Windows 2000 with Apache 1.3.12.
No matter what number is given in the line session.gc_maxlifetime the
session file is deleted after 24 minutes (1440 sec.)
Is 86400 a number too big or can someone tell me what there is to do, so I
can make my own garbage collection?
