decryption function?

I am working on windows, and want to encrypt cookie information.
However, all I can find is MD5() and crypt(), neither of which have a
decryption counterpart. Mcrypt would work, but doesn't seem to be
available on win(?).
I just need to be able to get the info back out.
Any suggestions?
