Windows 98, Apache, and PHP Problem Installing

Hello all, I had this up and runing before, but... I just finished a fresh format and install of Win98 on the server. Installed Apache 1.3.17, and then PHP 4.0.4pl1 Whenever I try to star apache, however, it won't start, tells me that the php4apache.dll (or whatever the name is, its close, i'm not on that machine right now - other room) can't be started, because not all the files needed are present or whatevr. I think you know the message I mean. What gets me though is that I have verified THREE times that the dll is in the right spot. So the only thing I can think of is some sort of system dependancy that isn't installed (remember this is a fresh win98 install). I used windows update and updated just about everythihng..DCOM98, SP1, IE 5.5 SP1, all Critical Updates, but still no go. Anyone seen this before?
