Forcing PHP to run php.ini [Was: variables not being passed]

I've had a bit of help from a few kind people regarding my problem with
variables not being passed by forms. It appears as though the php.ini file
in not being read and this *could* be the problem. Does anyone know how I
could force this to be read?
I'm running win98, Apache and PHP4
