Error: Apache has stopped unexpectedly!

Hello all--
[PHP4 / Apache 1.3.12 on Win98]
I've installed Apache before, but never have had problems. This time I keep
getting this annoying error message two seconds after I attempt to start
Apache. Here is an excerpt from .conf:

AddType application/x-tar .tgz
AddType application/x-httpd-php .php .php3 .php4
Action application/x-httpd-php "php/php.exe"
I've been reading the archives and have attempted to follow all suggestions,
but to no avail. Any idea why Apache won't start and I keep getting this
error message?
