That's outside my area of expertise - and will hopefully remain so :)
PHP will be looking for the file in the directory returned by
the windows api call GetWindowsDirectory().
If you are in a position to knock up a quick C program to print this value
our, then at least you'll know where it's looking.
Alternatively, you can explicitly set the place where it looks by calling
php.exe with the -c <path> switch.
