GD Library with PHP4

I cannot get any GD libraries working with PHP4 on windows. Is this a common
problem? I have tried a new version and GD1.3 but neither works. Anyone have
a solution? Apparently it works on Linux (which is annoying). Is there
something else I'm missing.
It gives me the error of 'A device attached to the system is not
functioning'
