you must go to Properties->Home Directory in IIS for that web and click on the configuration
button. There add that anything with extensions php must be run with the mapping to where your
php.exe is sitting. you aren't even running php I bet. To check for sure...do a php script
that has ONLY this:

phpinfo();
?>
if it spits out all the php configs then you are mapped so let us know that and we'll look at
other possibilities.

I have used PHP before with an ISAPI filter and got burned. It seems that

and CGI, but for some reason, I am getting this error message when I use
