IIS, sybase-ct

I have PHP 4.0.6 running with IIS and Windows 2000. But, I can't install
sybase-ct extension. This is what I did:
1) In file php.ini, uncommented the line that reads
"extension=php_sybase_ct.dll"
2) Copied the file php_sybase_ct.dll into c:\winnt\system32
3) Reboot
Now php is working, but I get an error when trying to connect:
Fatal error: Call to undefined function: sybase_connect() in
inc/initdb.inc.php on line 5
I know that in the past there was a problem with php_sybase_ct crashing
under IIS, but this was solved with PHP 4.0.6, and it was a different
symptom.
I guess it is something wrong I am doing, but what?
