Mail() on Win32 with PHP4

Okay. I've exhausted every other option that I can think of. My mail
function does not work under PHP4. I can run the same code from PHP3 and
everything will by fine, under PHP4 I will get a 'server error'. My ini file
settings are the same. It just doesn't work.
Is this a bug? How do I go about reporting a bug?
I'm currently using PHP3 to send the mail (and to generate gifs) and PHP4
for everything else.
Please Help.
