Note that schemas in libxml are a work in progress and using relaxNG is the
prefered method in libxml.
It will validate with the following changes:

<xsd:schema xmlns:xsd="http://www.w3.org/2001/XMLSchema">
<xsd:attribute name="filename" type="xsd:anyURI"
use="required"/>
<xsd:attribute name="year" type="xsd:gYear"/>
