Afaik it's not finally decided, what's the benefit? When does it matter?
Having all in one makes it at least simpler to move stuff around (which
is important for at least pecl and php)
Are there any penalties? - I might imagine (without knowing anything
about svn internals) that it might be a bit slower to update vom
revision X to revision X+20 where 19 of the commits are in another part
in the repository, do such issues exist?
