This look a lot like my laptop with VS2015 RC. The only WinSock2.h in your
includes is
C:\Program Files (x86)\Windows Kits\8.1\Include\um\WinSock2.h
size: 124371 bytes
On my development PC with a fresh VS2015 I am compiling PHP Beta 3 at the
moment with the WinSock2.h in
C:\Program Files (x86)\Windows Kits\10\Include\10.0.10240.0\um\WinSock2.h
size: 120648 bytes
The difference in size is enough to make you worry: 3723 bytes is not
negligible.

I tried one IE image from dev.modern.ie and concluded the same. That is
why I am building a new Windows 7 Pro x64 machine. Like ol' times: format
C:\ and install Win 7 Pro from a DVD/iso with Win7 SP1.
