It a bug in autoconf 2.13. If you have autoconf 2.5x installed on your
system you shoud be able to compile php using:
./cvsclean
./buildconf
./configure --without-xml --prefix=/usr
make
make install

while compiling php 4.2.1 i noticed that when i ran configure on my
bash.exe (cygwin latest ver), configure didnt detect that i was running
in cygwin enviroment.
make didnt work either.
