Thanks for the help. I tracked it down to a copy of libeay32.dll
located in the Apache2/bin folder. This file was an older version and
caused the problem.

Look for libeay32.dll in your PATH and remove all the third-party
libraries, leaving only the one that comes with PHP.

The OpenSSL extension will not load in Apache 2.2.4 running on Windows
2003. The follow error is in the Apache error log:
PHP Warning: PHP Startup: Unable to load dynamic library
'C:\\php\\ext\\php_openssl.dll' - The operating system cannot run
%1.\r\n in Unknown on line 0
In the exact same configuration, using PHP 5.2.1, php_openssl.dll
loaded correctly. PHP is defined in my system path, and all other
extensions are loading correctly.
