problem solved
This problem is not in 5.2.1
So is it still my fault or are you going to fix the installer?

It means you've misconfigured IIS since 404 Not Found is clearly not
PHP problem.

bug is bogus.

page can not be founded or something like that
Works fine with 5.2.1 so the bug was introduced in the latest version!!
