Bug description: There is no php5isapi.dll in zip or msi distribution
Description:

After extracting the zip file php-5.3.0-Win32-VC9-x86.zip or after
installing the MSI package php-5.3.0-Win32-VC9-x86.msi there is no file
called php5isapi.dll.
The source files for php5isapi are included in the source archive so it
would appear that the binaries did not complile correctly.
