This bug has been fixed in CVS. You can grab a snapshot of the
CVS version at http://snaps.php.net/. In case this was a
documentation
problem, the fix will show up soon at http://www.php.net/manual/.

When 'file_upload' setting in php.ini set to Off, then any form
submited via POST with 'enctype="multipart/form-data"' in its
defenition will not export $_POST and $HTTP_POST_VARS on submission.
Below is an example script that demonstrates the problem.

echo '<pre>';
print_r($HTTP_POST_VARS);
echo '</pre>'; ?>
<html><form method="post" action="test.php"
enctype="multipart/form-data"><input type="submit" name="test"
value="Click Me"></form>
Script Output
