default PHP_PHARCMD_BANG is PHP_EXCUTABLE which is relative to
top_builddir.
This result to a php.phar which include a bad path to php.
Until PHP 5.3.1, PHP_EXCUTABLE was not set (by default) on Makefile, so
all works fine
With 5.3.2RC1, PHP_EXCUTABLE is set to
$(top_builddir)/$(SAPI_CLI_PATH)
