SVN php web distributions contain 5.2.17 updated binaries as well but be sure that you get the right one (md5 or use windows.php.net) if you rely on a mirror. On Windows XP, SP3, 32 bit it does not have the bug #53632 fixed, so for the identified number it still hangs.
