I guess you did something wrong here:

This bug has been fixed in SVN.
Snapshots of the sources are packaged every three hours; this change
will be in the next snapshot. You can grab the snapshot at

The DTD is alright, as you can simply just referer to DTD/w3-ns, but its not really a major issue
but should go into trunk anyway. Ill look at an improved patch during the week
