Very strange.. Instead of using the installshield version, I downloaded
the zip version today, and it seems to be working (same version,
4.2.2). I'm still using PHP as an executable in IIS.

It's still not working for me...

I had 4.2.2, the latest Win32 install-executable version available, and
it still wasn't working.

So, I tried downloading the latest version from the snapshots site
(version 4.3), and I can't get that to even run properly on my IIS 5.
From the command prompt, I can run the php executable, and it seems to
work okay. However, all my scripts just hang, (and I think I eventually
get a CGI Time-out). I have my IIS set-up to run the php.exe executable
(instead of the ISAPI setup).

Thank you for your bug report. This issue has already been fixed
in the latest released version of PHP, which you can download at 
http://www.php.net/downloads.php

This issue appears to be fixed in the latest CVS. You can grab a
snapshot of it here: http://snaps.php.net/win32/

I created a very roundabout way to deal with this bug. It creates an
array of all files in a specified ftp directory that end with ".log"

Create file called ftp_script.txt
Put the following lines into the file
  open <ip or url>
  <username>
  <password>
  dir /logs 
  quit

Here's the php file that creates the array:

  $l_result = shell_exec("ftp
-s:c:\php4.2\skep_stats\ftp_script.txt");
  $array_dir_result = split(chr(13), $l_result);

  $l_count = count($array_dir_result);
  $l_log_count = 0;
  for($i=0;$i<$l_count;$i++) {
    $l_line = $array_dir_result[$i];
    $l_length = strlen($l_line);
    $l_ext = substr($l_line, $l_length-4,4);
    if ($l_ext == ".log") {
      $l_log_file_name = substr($l_line, $l_length-12,12);
      $array_log_file_names[$l_log_count] = $l_log_file_name;
      $l_log_count++;
    }
  }
