Of course with enable_cli=0 no cache in cli. Another try - do you have some process up (like apache)
with loaded opcache while trying to start on cli?

with "opcache.enable_cli=0" start ok!

... but no cache in cli mode? :(

opcache.enable_cli=1 is the trick to bring it down
