Failure in all scenarios .. cli, apache, cli-server, etc etc, but only x64 build 
... in the x86 works fine.

Of course with enable_cli=0 no cache in cli. Another try - do you have some process up (like apache)
with loaded opcache while trying to start on cli?

"opcache.enable_cli=0" or set in "1"

we continue as before. :(

with "opcache.enable_cli=0" start ok!

... but no cache in cli mode? :(

opcache.enable_cli=1 is the trick to bring it down
