Bug description:make install fails -> cp: cannot stat sapi/cli/php.1: No such file

Trying to compile/make install fails with the following error:
cp: cannot stat `sapi/cli/php.1': No such file or directory
make: *** [install-cli] Error 1
There is a similar report for PHP 5.5 which appears to have been fixed
but the problem persists in PHP 5.4.32:

The issue appears to be the following line in Makefile.global:
find . -name \*.1 | xargs rm -f
After commenting this line, the issue goes away. This line is not
present in PHP 5.5.16
Expected result:

Should be able to compile and install.
Actual result:

Compile failure upon make install.
