Seems this was an issue with gentoo passing a path to libiconv when it wasn't meant to.

musl-libc provides its own iconv, which causes php to error out when it doesn't find libiconv.
Build works fine with iconv support disabled.
What is odd is that the header check passes, but it still fails because it thinks libiconv is meant
to exist.
