Pull request https://github.com/php/php-src/pull/983 is up and
completely removes decimal point support.
I will merge it into the repository in a few days once folks have had a chance to review it.

A patch is coming in the next few days to fix this by making the Decimal point support opt-in and
defaulting to the float-to-string-to-double method.

It's not just OS X !
At least OpenBSD and FreeBSD all have the same (or highly similar) problem in 5.5.20 and 5.6.4
The workaround of adding "ac_cv_decimal_fp_supported=no" to the configure options seems to
get through the compile phase on 5.6.4 on OpenBSD already.
The snippet on OpenBSD:
$ gcc -o t t.c
/tmp//ccaYXIKe.o(.text+0x29): In function `main':
: undefined reference to `__extendsddf'
collect2: ld returned 1 exit status
$ gcc -O2 -o t t.c
$ ./t
Expected: 99.49, Actual: 99.490000
Suggest to either make sure the optimizer doesn't optimize the test program or remove the
optimizer in options during the configure as it's too smart to execute the test. [I'm not
that familiar with the PHP build system]
FWIW: it's an old OpenBSD version I'm running - I know ...
