Unfortunately 5.4 stopped accepting bug fixes for non-security issues a while back so I can no
longer port the patch over.

Pull request https://github.com/php/php-src/pull/983 is up and
completely removes decimal point support. 

I will merge it into the repository in a few days once folks have had a chance to review it.
