It *is* affected by the umask.
Perhaps you're misunderstanding the

comment: setting the mode will not affect (change) the umask for the process. That is the opposite
of saying that the umask for the process will not affect (influence) the mode.

Setting
php_value session.save_path "0;0660;/var/lib/php5/sessions" or
php_value session.save_path "0;660;/var/lib/php5/sessions"
doesn't set write for group
From http://en.php.net/manual/en/session.configuration.php#ini.session.save-path
is possible to set different mode. And should not be affected by umask.
Expected result:

file session permission (0660/-rw-rw----)
Actual result:
--------------
(0600/-rw-------)
