If nothing else, we could at least add an #ifndef SUPPORT_JIT check in there, so you have the
ability to overwrite it.

When compiling PHP with the bundled PCRE, the compiler barks with:

As we hardcode "SUPPORT_JIT" in the ext/pcre/pcrelib/config.h, there is no way to turn off
JIT support through CFLAGS (as it causes a redefinition to =1 within this file).
A solution could be to add a --without-pcre-jit configure option, that turns the #define SUPPORT_JIT
1 into #undef SUPPORT_JIT but that would mean creating ext/pcre/pcrelib/config.h dynamically, which
is currently not yet done.
