Failure to load php.ini file occurs when > set PHP_FCGI_CHILDREN=1 > php-cgi.exe -b address:port -c conf\php.ini is run. Not setting the PHP_FCGI_CHILDREN environment variable in the start-up script leads to loading of the php.ini file as expected.
