This issue has been fixed in Archive_Tar 1.4.3 which is now bundled in the latest version of the installer. No error is displayed on the console and pear is not installed. I tracked this down to the setAttribute() method in Archive/Tar.php, which uses the reference operator (&) on an internal function (func_get_args).
