Good idea to add a script. For some reason I wasn't able to replicate it again. Sorry for the
trouble.

Thank you for this bug report. To properly diagnose the problem, we
need a short but complete example script to be able to reproduce
this bug ourselves.
A proper reproducing script starts with <?php and ends with ?>,
is max. 10-20 lines long and does not require any external
resources such as databases, etc. If the script requires a
database to demonstrate the issue, please make sure it creates
all necessary tables, stored procedures etc.
Please avoid embedding huge scripts into the report.
Works for me. https://3v4l.org/1gsAT
Even works for timezones that began DST today at midnight (eg, Asia/Beirut).

Description:

From manual page: http://www.php.net/datetime.settime
---
If your DateTime object is in the 23rd hour, such as 2018-03-25 23:44:02.208780, and
you use setTime( 0, 0, 0 ), it will fast forward to tomorrow (2018-03-26
00:00:00.000000) instead of truncating the minutes (2018-03-25 00:00:00.000000),
as it does for all other hours of the day.
