This is a bug in tzdb. Please refer to http://tz.iana.narkive.com/NDLAJ1xs/tz-sgt-abbreviation-is-missing-from-the-iana-tz-database
for details. Updating tzdb in core should fix this.

In PHP 7.1 (7.1.18) the timezone SGT is missing in the PHP timezone database.
In version 7.0.22 it could be used.
Other timezone like gmt, utc, cet,... are fine.
Could you please add it again?
Test script:
---------------
$datetime = DateTime::createFromFormat ('H:i T' , '09:30 SGT');
var_dump(DateTime::getLastErrors());
Expected result:
----------------
no error
Actual result:
--------------
Error: 'The timezone could not be found in the database'
