Bug description:Don't use ODBC cursor library in PDO_ODBC?

I have an ODBC driver which only supports the FORWARD_ONLY cursor.
So it will return an error in SQLGetData.

Can it add an option for PDO ODBC so that it can use the driver's cursor
rather than ODBC cursor library? Or use driver's cursor as default?
