There is already the yet undocumented driver specific option
PDO::ODBC_ATTR_USE_CURSOR_LIBRARY.  You can set it to
ODBC_SQL_USE_DRIVER to never use the ODBC cursor library. Does
that solve the problem, or are there still issues with the
SQLGetData() calls?

I have an ODBC driver which only supports the FORWARD_ONLY cursor.
So it will return an error in SQLGetData.

Can it add an option for PDO ODBC so that it can use the driver's cursor rather than ODBC
cursor library? Or use driver's cursor as default?
