This works for me as expected (PHP-7.4 on Windows). Note that
set_time_limit($x) increases the timeout set via
max_execution_time by $x seconds, so make sure that your
max_execution_time is not set to a large value or even 0.

Description:
------------
Hello.
I was test my code, while I'm using this code:
set_time_limit(5);
$e = 0;
while(true){
$e++;
}
keeps alive and not getting timeout error.
I changed version to php7.3, Fixed.
Test script:
---------------
set_time_limit(5);
$e = 0;
while(true){
$e++;
}
Expected result:
----------------
Nothing
