Is this still an issue with any of the actively supported PHP
versions[1]?

Using latest Freebsd 11 + Latest php 7.1 and the problem still exists. Running freebsd in a virtual
box as a note for testing.

Upgrade to FreeBSD 10.3 32bit, Apache 2.4.23, PHP 7.0.8_1.
This problem is still not fixed.
But, on the system running on FreeBSD 64bit with same configuration all work fine.
This error most likely occurs only on 32-bit systems.
Excuse me for my English - I use Google translator
I read a comment inacio (04/05/2016)
What I want to say.
It was possible to run as follows:
1. Disable the ZTS in mod_php70 (cd /usr/ports/www/mod_php70 && make config) settings and
php70 (cd /usr/ports/lang/php70 && make config). Recompile it.
2. Use the prefork module to work (you can also use ITK-MPM)
3. All works well.
In this case, we lose the threads.

Correction to my last comment: --enable-maintainer-zts=no does nothing (it still includes -DZTS). I
accidentally compared with a manually edited Makefile.
Regardless, the presence or lack of -DZTS in the Makefile does not change the behaviour... Apache
still bombs out with the error in the OP.
