PHP 8.1 currently ships with a bundled PCRE 10.37, so that version clearly seems to work?

Description:
------------
With PCRE versions 10.37 and below PHP 8.1 build breaks when preg_match is called with the warning
PHP Warning: PHP Startup: ^(text/|application/xhtml\+xml) (offset=0): unrecognised compile-time
option bit(s) in Unknown on line 0
Actual result:
--------------
PHP 8.1 should work with PCRE versions 10.37 and below
