The SOAP-extension leaves an incomplete cache file when the disk is (almost) full. It should remove
the cache file if it detects an error while writing it.
The best fix will probably be to write it to a tempfile and rename() it when that succeeded. That
would also solve https://bugs.php.net/bug.php?id=66150
