Use the iconv or recode extensions, which do provide a much larger set
of supported encodings

Functions utf8_encode utf8_decode support only ISO-8859-1. Support for
other encodings would be a great feature, especially for people who
does not use ISO-8859-1. Without
those encodings all XML functions are useless (at least for XML which
contains national characters). Maybe there will be a way to make user
specified encoding ???
