Bug description:  php_imap require secur32.dll that don't exist on NT4

on a NT4.0 SP6a box if you active php_imap.dll
you've got an error Secur32.dll not found.

This is normal, this dll exist only on Win2K and more.

PHP4.3.2RC4 doesn't produce this error !

There's no trouble on win2k, only on NT4
