Please try using this CVS snapshot:
http://snaps.php.net/php4-STABLE-latest.tar.gz
For Windows:
http://snaps.php.net/win32/php4-win32-STABLE-latest.zip
This might be fixed now..

This causes the exactly same crash:
<?php
pfsockopen("www.php.net", 80, $errno, $errstr, 30);
?>

!!! Try this script:
---- test.php ----
<?
mysql_pconnect( "localhost", "root", "" );
?>
------------------
Run
php.exe test.php
It writes its output
H:\php\php-4.3.5>php.exe test.php
Content-type: text/html
X-Powered-By: PHP/4.3.5RC4-dev
and then application failure window appears with bug info about
php.exe+ntdll.dll
