allow_url_include is not working as expected ( manual says it's available
since PHP 5.1.0)
Reproduce code:

allow_url_fopen = On
allow_url_include = Off
include('http://www.google.com');
Expected result:
----------------
should not include the url google.com
Actual result:
--------------
contents of google.com are included and displayed.
