Bug description: ext\date\lib\parse_date.c uses strncasecmp
Description:

because ext\date\lib\parse_date.c uses strncasecmp also on windows
platforms, i get unresolved external symbols. a simple #ifdef in front of
the function solves the problem for the moment. there is only one line
where strncasecmp is used, so this should be easy to find ;o)
