AFAIK, you should not define PHP_EXPORTS in the extensions as it would cause
linking problems if you use global variables PG(...) and friends. Instead,
DOMXML_EXPORTS should be defined and php_domxml.h should contain something
like this:

#ifdef PHPAPI
#undef PHPAPI
#endif
#ifdef DOMXML_EXPORTS
#define PHPAPI __declspec(dllexport)
#else
#define PHPAPI __declspec(dllimport)
#endif /* DOMXML_EXPORTS */
#endif /* PHP_WIN32 */
