OCI8 libraries not loading?

I am trying to configure PHP 4.0.6 with Oracle 8.1.6 and Apache on
Redhat 6.2. I've made this work before, but apparently my notes weren't
as complete as I thought they were...
Oracle is installed and working. I can access it from my workstation.
PHP is working, and phpinfo() shows the Oracle environment variables set
properly. But every time I try to connect to the database, I get the
'call to undefined function: OCILogon()' error. I'm thinking this means
that for some reason the OCI libraries aren't being loaded, but I'm not
sure where to go next to resolve it. The only thing I can think of is
that when I installed Oracle, it apparently didn't install the client
libraries, because ORACLE_HOME/oci/include was empty, so I copied them
directory from my workstation (NT). Is this what messed me up? (I'm
trying to re-run the Oracle installer, but now there's X11 issues
preventing it from running, so I'm also chasing that rabbit.)
