I notice when the oracle library (libclntsh.so.8.0) isn't found, apache don't start with an error message on my servers. The error message : "call to undefined function: OCILogon()", certainly mean that php isn't compiled with the oci8 support. To verify it : try to find the table named oci8 in the page generated with phpinfo(). This table must be present.
